We at Oxcyon, Inc. recognize our responsibility to develop electronic and information technology (EIT) products and services that are accessible and usable by all people, including those with disabilities and special needs. We are committed to making our products and services compliant with the accessibility standards of Section 508 (Electronic and Information Technology Accessibility Standards, 36 C.F.R. § 1194). To meet this commitment, we will comply with the requirements of Section 508 of the Rehabilitation Act to ensure individuals with disabilities have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on us.

In accordance with the Section 508 technical standards of 36 CFR 1194(Electronic and Information Technology Accessibility Standards), Oxcyon’ products and services are designed to comply with the applicable accessibility standards to the maximum extent practicable, as stated in the Voluntary Product Accessibility Template (“VPAT”) Summary Table. We therefore certify compliance with the following solicitation requirement, or similar solicitation requirements:

“All electronic and information technology (EIT) procured through this Statement of Work/Bill of Materials and any resulting contract, task order, delivery order, or purchase order must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and are viewable here. The contractor shall indicate for each line item in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. Further, the proposal must indicate where full details of compliance can be found (e.g., vendor’s website or other exact location).”

Section 1194.21 Software Applications and Operating Systems	Supports	Section 1194.21“General Requirements” addresses built-in accessibility features. To comply with these requirements, Oxcyon, as required, will: 1) use an alternative method for color coding when identifying visual cues; 2) restrict flashing visual elements to a certain refresh rate; and 3) allow additional time for responses required within a timed period.
Section 1194.22 Web-based Internet Information and Applications	Supports	Section 1194.22“Web-based Internet Information and Applications” is based on access guidelines developed by the Web Accessibility Initiative of the World Wide Web Consortium. To comply with these requirements, Oxcyon, Inc. will, as required: 1) ensure access for people with vision impairments who rely on various assistive products to access computer-based information, such as screen readers, which translate what’s on a computer screen into automated audible output, and refreshable Braille displays; 2) provide conventions, such as verbal tags or identification of graphics and format devices are necessary so that these devices can read them for the user in a sensible way; 3) ensure that web site graphics or animation is available in an accessible format, via use of text labels or descriptors for graphics and certain format elements.
Section 1194.23 Telecommunications Products	Supports	Section 1194.23“Component Specific Requirements” provides criteria specific to certain products and technologies, such as keyboards, software, and web sites. To comply with these requirements, Oxcyon, Inc. will, as required: 1) offer an alternative to navigating with a mouse; 2) ensure information about graphics and user controls such as buttons, checkboxes, and menu bars are provided to support assistive products such as screen readers or talking browsers; and 3) offer a number of foreground and background color choices with different levels of contrast and offer a range of font sizes and styles.
Section 1194.24 Video and Multi-media Products	Supports	Section 1194.24“Video and multimedia products” involve more than one media and include, but are not limited to, video programs, narrated slide production, and computer generated presentations. To comply with these requirements, Oxcyon, Inc. will, as required 1) address caption decoder circuitry-for any system with a screen larger than 13 inches-and secondary audio channels for television tuners, including tuner cards for use in computers; 2) require captioning and audio description for certain training and informational multimedia productions developed or procured by Federal agencies; 3) provide that viewers be able to turn captioning or video description features on or off.
Section 1194.25 Self-Contained, Closed Products	Supports	Section 1194.25“Requirements for Compatibility with Assistive Technology” ensures technologies can accommodate assistive devices so they can be made accessible to as many disabilities as possible. To comply with these requirements, Oxcyon’ developments, as required, would have to be readable with screen readers and Braille displays. This does not mean all computers have to be equipped with assistive technologies, but they have to be compatible with them.
Section 1194.26 Desktop and Portable Computer	Supports	Section 1194.26“Desktop and Portable Computer” reflect keyboards and other mechanically operated controls, touch screens, use of biometric form of identification, and ports and connectors. Guidance on keyboards and touch-screens is summed in previous assistive technology standards (telecommunication products). Guidance on ports and connectors is for industry best practices.
Section 1194.31 Functional Performance Criteria	Supports	Section 1194.31“Functional Performance Criteria” provides criteria intended for overall product evaluation to ensure its components can operate together to be as accessible as possible. To meet these criteria, Oxcyon, Inc. will recommend, as required, the assistive devices that help users with the following abilities, instead of being reliant upon any one single ability: 1) user vision, 2) visual acuity, 3) user hearing, 4) user speech, 5) motor control, and 6) cognitive and memory abilities.
Section 1194.41 Information, Documentation, and	Supports	Section 1194.41“Information, Documentation, and Support”, Oxcyon, as required, will ensure that access to all information (e.g., user and installation guides), its support services (e.g., customer support or help desk), and its accessible features, is available to disabled users and in formats they can understand.
